The Pôle d’expertise en information sur le marché du travail (Pôle IMT, led by PERFORM and the Conseil québécois des ressources humaines en tourisme) is the Quebec organization mandated to collect, analyze, and disseminate labour market information. Its main mandate, carried out with the financial support of the Quebec government, is to support Quebec’s 29 Comités sectoriels de main-d’œuvre (CSMO) and the Comités consultatifs recognized by the Commission des partenaires du marché du travail (CPMT), which support employers and workers across sectors as varied as construction, industrial metal fabrication, hospitality, and information technology.

The Challenge

Before Vision IMT, each CSMO and labour market partner navigated independently through dozens of labour market data sources. This data, mostly sourced from Statistics Canada, was rich but scattered: complex structures, varying update frequencies, and levels of granularity that were incompatible from one source to another. Analyses relied on manual manipulation, difficult to reproduce and hard to compare between committees. There was no shared reading of Quebec’s labour market dynamics, and the gap in analytical capacity between CSMOs widened year after year.

The Solution

Ventriloc designed and deployed Vision IMT, a Power BI analytics platform built on Microsoft Azure infrastructure. The solution automatically integrates 44 Statistics Canada tables, covering four major analysis themes: Demographics, Employment and Labour Market, Economy, and Education and Training. This data feeds 23 key performance indicators, accessible through dynamic dashboards designed to adapt to every type of user.

At the core of the solution, a Bronze, Silver, Gold layered architecture in Azure Synapse ensures the platform’s consistency, traceability, and scalability. Every Statistics Canada update is automatically orchestrated, eliminating manual entry and overcoming the challenges tied to source variability. Granular security rules manage access by CSMO, while detailed KPI sheets for each of the 23 indicators precisely document definitions, sources, calculation methods, and interpretation limits.

Since going into production, Vision IMT has brought together more than 100 users across Quebec’s 29 CSMOs and 8 Comités consultatifs. For the first time, these stakeholders in labour market coordination share a common, structured, and continuously updated view of labour market dynamics, whether exploring regional trends, comparing economic indicators, or analyzing training offerings by sector.

Built-in documentation and KPI sheets have accelerated adoption of the tool, allowing teams to work with confidence without relying on external technical expertise. The success of Vision IMT has since led to a call for tenders to evolve the solution toward artificial intelligence, confirming Pôle IMT’s commitment to an increasingly advanced use of its data.
